One of the most common questions from flat owners in Alanya: can I simply order cam balkon (frameless balcony glazing), or do I need to get something approved first? We look at the general rules, the role of the management company and the owners' meeting, and what is worth checking before the survey.
Relations between owners in apartment buildings and residential complexes in Turkey are governed by the condominium law — Kat Mülkiyeti Kanunu (KMK). It requires owners to take care of shared property and preserve the building's architectural appearance. The façade, load-bearing walls and common areas are considered common parts, not the personal property of the flat owner.
Changes to common parts, including noticeable changes to the look of the façade, generally require a decision of the owners' meeting (kat malikleri kurulu) under the law. Balcony glazing formally changes the look of the façade, which is why the question of its approval regularly comes up in disputes between neighbours.
It is also worth remembering that every building has an approved design on the basis of which the building permit was issued. If the design shows the balcony as open, any structure that effectively turns it into an enclosed room may be regarded as a deviation from the design. That is why, in disputed cases, it is not only the neighbours' opinion that is assessed, but also the nature of the works themselves.
It depends on the specific building. In practice, several factors prove decisive:
It is important to understand that the fact your neighbours' balconies are already glazed does not in itself guarantee that this was approved. Turkish case law has seen disputes in which, following a neighbour's complaint, glazing installed without the owners' consent had to be removed.
A lot also depends on the complex's attitude to glazing in general. In some buildings the meeting long ago allowed glazing for anyone who wants it, provided a single standard is followed. In others the question has never been raised, and then it is wiser not to start work until it has been discussed. The more flats in the complex, the more uniformity matters: different profile colours and different systems on one façade are the most common cause of complaints.
Most complexes in Alanya have a management company or a manager (yönetici). They are the first people to contact. The yönetim can usually tell you:
In many new complexes the question has been settled in advance: the meeting approves a single glazing style, and owners only choose a system within that standard.
If the manager cannot answer straight away, ask them to check with the board or put the question on the agenda of the next meeting. Meetings are usually held at least once a year, and in large complexes questions about the building's appearance are discussed regularly. For foreign owners who do not speak Turkish, it is convenient to communicate with the manager in writing via a messaging app — that way there is a record of the conversation.
The "gentlest" option in terms of appearance is frameless cam balkon glazing. The sashes fold away, the façade barely changes visually, and the balcony remains a balcony. That is why this type of glazing is most often approved in complexes with common rules.
If, however, a major alteration is planned — building a wall, installing fixed windows, joining the balcony to a room — more approvals are usually needed, and in some cases you may have to apply to the municipality. On such matters it is best to consult the management company in advance and, if necessary, a lawyer.
Another argument for lightweight systems is the load on the balcony slab. Frameless and sliding aluminium glazing weigh little and need no additional structural reinforcement, whereas brickwork or heavy frames put a significant load on the slab.
Our surveyors regularly deal with the rules of specific complexes in Alanya and Mahmutlar and can tell you what decisions are usually made. However, the final word always rests with your complex's management. If you are interested in that area, see our glazing in Mahmutlar page.
If you are buying a flat with an already glazed balcony, it is also worth asking the yönetim whether the glazing was approved. This will help you avoid unpleasant surprises after the purchase and give you an idea of what changes are allowed in future, such as replacing an old system with a new one.

We carry out surveys free of charge, help you choose a system that complies with your complex's rules and calculate the cost on site. Indicative prices are on our glazing prices page. You can book a survey by phone or WhatsApp on +90 535 556 85 25.
Formally, glazing changes the look of the façade, which is a common part of the building. Many complexes have a meeting decision or rules on glazing, so check them with the management company before ordering.
Visually it changes the façade very little, which is why it is most often approved. But the complex rules may require a particular colour or system type, so check this with the yönetim.
We will tell you what decisions are usually made in Alanya complexes and prepare a description of the structure for the management company. We do not provide legal services.
